Administration of the Act - (Planning and Reporting)

Background

The new Act has some new requirements that relate to planning and reporting on funding.  The previous Act had no provisions around this and Department is considering what new planning and reporting procedures are needed to meet the new requirements.

Strategic Plan

The Act requires that the Minister for Disability and Community Development Services approve a Disability and Community Services Strategic Plan by 1 January 2013 and every three years after that.

The Strategic Plan must:

  • be developed in consultation with clients, carers and families, service providers and advocacy services
  • detail outcomes
  • detail finances and any other grants that are given to people with disability or service providers
  • might also include other matters that the Minister considers appropriate.

Disability and Community Services is reviewing the Operational Framework for Disability Services (developed by KPMG in 2009) to develop a new high level Strategic Plan for 2013.

Disability and Community Services is also reviewing current operational plans at regional levels in line with additional requirements under the Act.

Operational plans are the plans to deliver services to people with disability in each of the Disability and Community Services areas.

Operational Plan

The Act needs the Secretary of the Department to approve an operational plan for each Disability and Community Services Area.

The Operational Plan must:

  • be developed in consultation with clients, carers and families, service providers and advocacy services
  • set out how the Strategic Plan will be implemented in each operational area
  • provide financial information such as the proportion of funding used for administration compared to service provision in each operational area
  • the types of grants being distributed to services and individuals in each area.

Currently the Disability and Community Services Business Plan and the Area Advisory Groups plans function as Operational Plans.

Budgetary Oversight

The Act requires that an annual report be prepared at the end of each financial year.

The report will detail how much money has been spent on Disability and Community Services.

A copy of the report will go to Parliament following the end of the financial year.

Disability and Community Services will look at the Department current Annual Report to see if this meets the requirements or whether a separate Annual Report needs to be developed.

Individual Plans

An individual plan is a plan that describes individual goals and aspirations of people with disability and sets out the funded specialist disability services with they will be provided to meet these goals.

Individual plans can be required as part of the conditions of funding from Disability and Community Services.

A funding agreement is an agreement between Disability and Community Services and the person or the service provider. This agreement is about the funding that is to be provided and the supports and services that will be delivered.

For directly funded people an Individual Plan may be prepared by the individual or by a nominated person and approved by the Secretary. Disability and Community Services will let people with disability, their family, carers and service providers know if an individual plan is needed.
