The State Service Management Office (SSMO) coordinates the Tasmanian State Service Employee Survey (the Survey) across all Tasmanian State Service (TSS) agencies. The Survey is provided by Orima Research Pty Ltd.
The Survey results inform senior leaders about what it is like to work in the State Service, which helps them to improve workforce management at the whole-of-service and agency levels. The results also support agency and whole-of-service planning and reporting activities, including informing the reporting required under the State Service Act 2000.
2024 TSS Employee Survey
This year the Survey was conducted from 24 April to 22 May. Our questions focused on six themes of the workplace experience:
- diversity
- workplace environment and culture
- employee engagement and job satisfaction
- workplace health, safety, and wellbeing
- workplace behaviour and conduct
- performance and development

Observations of 2024 Whole-of-Service results
Diversity
- 73% of respondents agreed that their agency fosters an inclusive work environment, a small decrease of 2% from 75% in 2020 (question not asked in 2023).
- There has been an increase in how our Aboriginal and/or Torres Strait islander employees feel in the workplace, with 5% more feeling respected, compared to 52% in 2023 and 6% feeling more valued (49% in 2023).
- There has been a notable decrease in the extent of agreement of respondents who felt that age (65% compared to 71% in 2023) and gender (65% compared to 76% in 2023) are not barriers to success in their agencies.
Workplace environment and culture
- There were positive results regarding experiences in teams, with:
- 90% of respondents agreeing that their team strives to achieve quality outcomes for the community
- 85% agreeing that people in their team help and support each other
- 83% agreeing that people in their team treat each other with respect.
- There was a small improvement of 1%, with 84% of respondents agreeing that their manager encourages behaviours that are consistent with their agency values, compared to 83% in 2023.
- Similar to 2023, 63% of respondents agreeing that senior managers model their agency’s values.
Employee engagement and job satisfaction
- Compared to the 2023 survey, there were decreases of between 1% and 3% across the questions relating to employee engagement and job satisfaction.
- Most notably, there has been:
- a 3% decrease in respondents feeling a strong personal attachment to their agency (54% down from 57% in 2023)
- a 2% decrease in respondents feeling proud to tell others they work for their agency (64% down from 66% in 2023)
Workplace health, safety, and wellbeing
- There has been a positive response in relation to work health, safety and wellbeing across the TSS, including:
- 97% of respondents having an awareness of their agency’s work health and safety management systems that are in place, such as a strategy, action plan and/or policy and procedures
- 90% of respondents knowing how to report a work health and safety hazards, incident or near miss in their agency
- 81% having received instruction / training appropriate to their role to address work health and safety hazards, incidents and injuries in line with their agency policies
- 70% agreeing that health, safety and wellbeing topics and priorities are regularly discussed in their teams.
Workplace behaviour and conduct
- There has been a small improvement in the awareness of agency policies in place to report improper conduct and behaviour, with 86% of respondents agreeing, compared to 85% in 2023.
- 80% of respondents agreeing that they would be confident in approaching their manager to discuss concerns and grievances.
- 52% agreed they were confident they would be protected from reprisal from reporting improper conduct representing s small increase from 51% in 2023.
- Experiences of workplace bullying (21%) has not significantly reduced over the last five years (21% in 2023, 2020 and 2018). There has been a small increase, from 39% in 2023 to 40% this year, of respondents who personally experienced workplace bullying reporting the bullying.
- Similarly, the experiences of sexual harassment (2%) have not significantly reduced over the last five years. In 2024, there has been an improvement of 4% (from 30% in 2023, to 34% in 2024) of respondents who personally experienced sexual harassment reporting this.
Performance and development
- 55% of respondents are having conversations with their manager/supervisor about their work performance at least every 6 months, an increase of 2% compared to 2023.
- 74% of respondents said that performance conversations with their manager helped them identify work priorities and training and development needs, representing a 2% increase compared to 2023.
- 65% of respondents felt they are supported to improve their skills and capabilities.
- 51% of respondents felt satisfied with the learning and development opportunities in their agency.
