Employee Surveys

The State Service Management Office (SSMO) coordinates the Tasmanian State Service Employee Survey (the Survey) across all Tasmanian State Service (TSS) agencies. The Survey is provided by Orima Research Pty Ltd.

The Survey results inform senior leaders about what it is like to work in the State Service, which helps them to improve workforce management at the whole-of-service and agency levels. The results also support agency and whole-of-service planning and reporting activities, including informing the reporting required under the State Service Act 2000.


2023 TSS Employee Survey

The Tasmanian State Service (TSS) Employee Survey 2023 (the Survey) was conducted from 7 March to 28 March.

The 2023 Survey asked questions related to a range of topics, including:

  • diversity
  • workplace culture
  • employee engagement and job satisfaction
  • workplace health, safety, and wellbeing (including behaviour and conduct)
  • performance and development

Observations of 2023 Whole-of-Service results

Diversity

  • There was an increase in agreement that people from diverse groups are welcomed and supported in TSS agencies, including:
    • people from diverse cultural backgrounds 80% (up from 75% in 2020)
    • people of diverse sexual orientation 75% (up from 63% in 2020)
    • Aboriginal and/or Torres Strait Islander people 74% (up from 65% in 2020), and
    • people with disability 58% (up from 55% in 2020).
  • There were also increases in the representation of diverse groups in respondents, including Aboriginal and/or Torres Strait Islander people (4% compared to 3% in 2020), people of diverse sexual orientation (6% compared to 4% in 2020), and people with disability (7% compared to 6% in 2020).

Workplace culture

  • 83% of respondents agreed that their manager encourages behaviours consistent with their agency’s values.
  • There has been a notable improvement in the perception that senior managers model agency values, with 63% of respondents agreeing, compared to 57% in 2020 and 54% in 2018.

Employee engagement and job satisfaction

  • Compared to the 2020 survey, there were decreases of between 2% and 4% across the five questions relating to job satisfaction and employee engagement.
  • Most notably, there has been:
    • a 4% decrease in respondents feeling a strong personal attachment to their agency (57% down from 61% in 2020)
    • a 3% decrease in respondents recommending their agency as a good place to work (60% down from 63% in 2020), and
    • a 3% decrease in respondents feeling proud to tell others they work for their agency (66% down from 69% in 2020).

Workplace health, safety, and wellbeing (including behaviour and conduct)

  • There has been a continued increase in awareness of policies to report improper conduct/behaviour and of information and resources to support employees affected by family violence.
  • 80% of respondents agreed that they would be confident approaching their manager to discuss concerns and grievances.
  • 51% agreed they were confident they would be protected from reprisal from reporting improper conduct representing a small increase from 48% in 2020.
  • Experiences of workplace bullying (21%) have not significantly reduced over the last five years (21% in 2020 and 23% in 2018). In addition, only 39% of respondents who personally experienced workplace bullying reported the bullying.

Performance and development

  • 53% of respondents are having conversations with their manager/supervisor about their work performance at least 6-monthly, an increase of 4% compared to 2020.
  • 27% are having these conversations at least monthly, representing a 7% increase compared to 2020.
  • 72% of respondents said that performance conversations with their manager helped them to identify work priorities and training and development needs (an increase from 70% in 2020)
