Update from the Lead Negotiator 

With the centralised process well underway, it is timely that I provide you with an update on the progress thus far.

Over the past two and half months over 80 meetings have been held with the various union groups to negotiate on wages and conditions on the 20 outstanding Industrial Agreements.

This has been a very intense process, which has included a first of its kind workshop between HR Directors and Unions to discuss fixed term employment.

We are now in the process of providing offers to Unions. Please see further details listed below, including a copy of the offer so you have the full detail on what has been offered.

Progress update  

Agreements Reached

Teachers

The Australian Education Union has reached a two-year agreement with annual wage increases of 2.1%.  This Offer includes the reduction in teaching hours for primary school teachers by one hour from Term 3 2020.

Offers

TasTAFE Teachers

The Australian Education Union has endorsed a two-year offer for TasTAFE Teachers with annual wage increases of 2.3%. This Offer is now subject to a member ballot.

Engineers

Engineers have been provided with an offer of a 2.3% wage increase over three years.  This offer includes a revised classification structure for levels 9-13.

Educational Facility Attendants (EFA’s)

A three year offer has been provided to EFA’s which includes a first year payment of $1,400 pro rata and wage increases of 2.3% in the second and 2.35% in the third year. This offer also includes the provision for part time EFA’s to pick up additional hours of work when absences in educational facilities occur within their region.  We are awaiting on a response from the union.

Public Sector Unions Wages Agreement and AWU Public Sector Unions Wages Agreement

An Offer has been provided to the unions representing the PSUWA on Friday 15 November.  The Offer includes:

  • An ability to access a maximum of 20 carers leave days per annum
  • Improved leave and superannuation conditions.
  • Transformational change to Employment Directions and fixed term employment, which will include:
    • Promotion without advertising
    • Fixed term to permanent conversion
    • Reclassification/direct appointments.

Allied Health Professionals

Unions representing Allied Health Professionals were provided with an Offer on 5 November. This Offer includes increases in an employee’s Professional Development Fund and the ability to now roll over these funds for 5 years. This Offer also included increases to on-call, availability and night shift rates and a new increment within the classification structure.  The Professional Upgrade Scheme will also be extended to AHP’s within the Department of Justice, Department of Police, Fire and Emergency Management and Department of Education. The Offer has annual wage increases of 2.3% for two years and 2.35% for the third year.  The unions are due to respond by 27 November.

Radiation Therapists

An offer was provided to Radiation Therapists on 5 November. The offer includes annual wages increases of 2.3% for two years and 2.35% for the third year.  The Offer also includes increases in an employee’s Professional Development Fund and the ability to now roll over these funds for 5 years. Also, there are increases to the on-call and availability rates and a new increment within the classification structure.  The Department of Health has also agreed to recruit a Radiation Therapist Educator to the Southern Region.

Offers are being prepared for the following employee groups and will be provided to unions in coming weeks:

  • Dental officers
  • Ambulance officer and paramedics
  • Firefighters
  • Ministerial drivers
  • Legal practitioners
  • Correctional Officers

Negotiations continue for the following employee groups:

  • Port Arthur Historic Site employees
  • Nurses
  • Rural Medical Practitioners
  • Visiting Medical Practitioners
  • Salaried Medical Practitioners
