Reporting

The Tasmanian State Service Review was conducted by Dr Ian Watt AC as an Independent Reviewer with advice from Heads of Agency and a formal Reference Group. The Independent Reviewer was supported by a  Project Team (Secretariat) from within the Department of Premier and Cabinet. Reports were provided directly to the Tasmanian Premier and Treasurer.

  • The Independent Reviewer led the Review and reported to the Premier and Treasurer.
  • The Reference Group provided advice to the Independent Reviewer and comprised members with public and private sector experience, together with representatives from the unions and the not-for-profit sector.
  • Heads of Agencies provided advice and suggestions to the Independent Reviewer, as did other stakeholders through the consultation process.
  • A project team based in the Department of Premier and Cabinet provided Secretariat support for the Review.

Reference Group

The Reference Group was appointed by the Premier to provide advice, community views and industry best practice to the Independent Reviewer to inform his deliberations. It comprised the following members (noting their positions at the time the Review was conducted):

Michael Bailey

Chief Executive Officer of the Tasmanian Chamber of Commerce and Industry, a position he has held since 2013.  Michael's previous roles include the Executive Officer for the Launceston Chamber of Commerce, and the Marketing Manager at the Country Club of Tasmania and Australian Maritime College.

Jane Beaumont

General Counsel and Executive Director, Risk at the University of Tasmania. Jane was previously Deputy Secretary, Corporate and Governance at the Department of Treasury and Finance in the Tasmanian Government and Corporate Counsel of TasNetworks.

Professor Rufus Black

Vice-Chancellor and President of the University of Tasmania. Previously, he was Master of Melbourne University’s Ormond College and an Enterprise Professor in the Department of Management and Marketing and a Principal Fellow in the Department of Philosophy at the University of Melbourne.

Tom Lynch (Public Sector Union Representative)

General Secretary of the Community & Public Sector Union (CPSU). Tom was nominated by public sector unions as their representative to the Reference Group.

Jackie McArthur

An experienced senior executive in the private sector both in Australia and internationally. Jackie is a Non-Executive Director of ASX-listed Blackmores and Inghams Group, as well as funeral provider Invocare, import and export logistics services QUBE holdings, and aquaculture producer Tassal Group. In 2016, Jackie was awarded Australia's Telstra Business Woman of the Year.

Adrienne Picone

Chief Executive Officer of the Tasmanian Council of Social Services (TasCOSS). Adrienne is the representative of the not-for-profit and community sector on the Reference Group.

Helen Silver AO

Chief General Manager, Corporate Governance and Conduct at Allianz Australia. Prior to joining Allianz, Helen spent over 25 years in executive roles within the Victorian and Australian public sectors, including as Head of the Victorian Public Service while in the position of Secretary of the Department of Premier and Cabinet.
