Code of Conduct Panel Expression of Interest 2024

The Minister for Local Government, the Hon Kerry Vincent MLC, is inviting expressions of interest from suitably qualified persons for appointment to the Local Government Code of Conduct Panel. The Panel is established under section 28K of the Local Government Act 1993 (the Act) and is responsible for determining complaints against councillors under the Code of Conduct made by the Minister under the Local Government (Code of Conduct) Order 2024.

The functions and responsibilities of Panel members are described in Part 3, Division 3A of the Act and include:

  • Assessing complaints against the Code and statutory criteria to determine whether they require investigation;
  • Investigating and determining complaints in accordance with the process set out in the Act. This includes obtaining information, analysing evidence, conducting hearings, making findings, determining complaints, and imposing sanctions, where appropriate; and
  • Participating in and contributing to whole-of-Panel activities, including periodic meetings and internal education and awareness sessions.

The Panel consists of Legal members and Local Government Members.

Applicants must be:

  • Australian lawyers, who are not councillors or council employees; or
  • Persons with experience in local government, who are not councillors or council employees.

Existing members of the Panel are not required to re-apply.

The period of appointment will be determined, up to a maximum of four years.

Interested persons should provide a one-to-two page statement that outlines their interest in and suitability to be a Panel member and a current copy of their resume.
