Cabinet

Cabinet is the central decision-making body of the Tasmanian Government. It is made up of the Premier and ministers who meet regularly to discuss and decide on government policies, programs and issues. Cabinet ensures government decisions are coordinated, consistent and in the best interests of the Tasmanian community.

The Cabinet Handbook outlines the procedures, conventions and expectations that support the effective operation of Cabinet. It is a guide for staff in government agencies and ministerial offices to ensure the effective operation of Cabinet and its support processes.

Agency comments on a Cabinet minute

Used when providing an agency’s response to a request for comment on a Cabinet minute or briefing. More information on providing agency comments can be found in Section 8.2 of the Cabinet Handbook.

Board appointment briefings

For seeking endorsement of proposed appointments to government boards, authorities and committees. More information on board appointment briefings can be found in Sections 6.4 and 8.3 of the Cabinet Handbook. For board appointments requiring Governor-in-Council approval, refer to the Executive Council Handbook.

Cabinet minutes

Used when seeking Cabinet’s approval for a particular policy or course of action. The minute format ensures all relevant and appropriate information is provided. More information on Cabinet minutes can be found in Section 4 of the Cabinet Handbook.

Committee briefings

Used when presenting committee decisions and papers to Cabinet for endorsement. More information on committee briefings can be found in Section 6.8 of the Cabinet Handbook.

Committee papers

Used when issues are to be considered by a Cabinet Committee rather than full Cabinet. This is a suggested format which may be amended to better suit particular issues. More information on committee papers can be found in Section 11.4 of the Cabinet Handbook.

Executive Council explanatory notes

An Executive Council explanatory note is required to advise Cabinet about matters that require Executive Council approval but have not previously been considered by Cabinet. More information on explanatory notes can be found in Section 12.1 of the Cabinet Handbook.

Government Business Enterprise and State-owned Company briefings

Use to advise Cabinet of any proposed appointment or re-appointment of a CEO of a GBE or SOC. More information on board appointment briefings can be found in Section 6.6 of the Cabinet Handbook.

Information briefings

Used to present information to Cabinet for noting only. They are not used to seek decisions. More information on briefings can be found in Section 6 of the Cabinet Handbook.

Legislative minutes

Used to assist with the approval for drafting of legislation and to provide Cabinet with the opportunity to collectively agree on legislative priorities. More information on legislative minutes can be found in Section 5 of the Cabinet Handbook.

Request for late lodgement

You must complete a request for late lodgement form where a critical or unforeseen circumstance requires a submission to be lodged late with Cabinet Office (under 10 working days for a Cabinet minute or under five calendar days for a Cabinet briefing). Senior appointment briefings

Used when advising Cabinet of senior and statutory appointments to the Tasmanian State Service. More information on board appointment briefings can be found in Section 6.5 of the Cabinet Handbook.

Executive Council

The Executive Council plays a key constitutional role in the governance of Tasmania. The Executive Council consists of the Premier and ministers of government and is presided over by the Governor of Tasmania. The Governor, acting on the advice of the Executive Council, gives formal approval, and therefore legal effect, to the decisions made by the Tasmanian Government.

Executive Council Handbook

The Executive Council Handbook provides practical instructions for ministerial staff and departmental officers. It explains the Executive Council's governance, processes, key timeframes and the requirements for preparing documents for consideration.
