Commissioned as an independent, proactive review, the Motion for Respect: Report into Workplace Culture in the Tasmanian Ministerial and Parliamentary Services (the Bolt Report) describes the complex parliamentary working environment.
This complexity has contributed to a lack of clarity around workplace processes including how to access support and information for raising concerns about discrimination, sexual harassment, and bullying.
Identifying opportunities for legislative, structural, administrative and policy reform, the Bolt report made 14 recommendations to create a more respectful and contemporary workplace for elected members, their staffers, departmental liaison and electorate officers, staff across the parliamentary services, and contractors.

The Independent Project Manager was appointed in June 2023 to implement the recommendations. The team now comprises three officers in total and the project is expected to run until June 2025.
Our purpose is to lead implementation of the recommendations contained within the Bolt Report by researching leading practice and working with stakeholders to facilitate evidence-based change that will benefit members of parliament and employees and improve the parliamentary workplace in the long-term.
