Capability building is an ongoing investment in our people, strengthening core skills, supporting leadership development and enabling employees to build expertise.
We foster a workplace culture where learning is part of everyday work and development opportunities are accessible to all. Through continuous learning and professional development, we are building a skilled, adaptable and future‑ready workforce.
This section is being refreshed and expanded. Over time, it will provide a comprehensive range of resources, frameworks and development opportunities to support capability building across the State Service.
The 70:20:10 model
The State Service recognises that capability is developed through different learning settings. The 70:20:10 model reflects a blended approach, recognising that learning occurs through a combination of everyday work experience, interaction with colleagues and experts, and formal development activities. The model highlights that most learning happens in the workplace, supported by collaborative learning with others, and complemented by structured learning such as training courses and e‑learning.

Tasmanian Training Consortium
The Tasmanian Training Consortium supports capability building across the State Service by coordinating and delivering targeted learning and development opportunities aligned to workforce priorities. Through a whole‑of‑service approach, the consortium strengthens core skills, leadership capability and expertise, supporting a skilled, adaptable and future‑ready workforce.

Leadership and management development programs
The State Service has a number of leadership and management development programs that aim to build capability for the different stages of the workforce.
- TasGRAD: The State Service's graduate development program.
- Manager Essentials Program: Designed to strengthen the core capabilities of managers and leaders across the State Service.
- State Service Strategic Management Program (S3MP): This intensive program aims to increase management and leadership skills and capabilities of State Service employees, preparing them for senior management roles. For more information contact your human resources team.
Frameworks
The State Service builds capability through alignment with various frameworks. A number of frameworks are currently under development.
