Tasmania's plan for recovery
The State Recovery Plan provides a framework for recovery that can be tailored to the meet the needs of each emergency event and affected community.
The Department of Premier and Cabinet is responsible for whole-of-government recovery planning, preparedness and coordination in accordance with the State Recovery Plan.
Our Executive Director, Resilience and Recovery Tasmania, has delegated statutory responsibilities as State Recovery Advisor under the Emergency Management Act 2006. This includes:
- ensuring recovery plans and arrangements are prepared and maintained
- advising government on recovery needs and issues.
Recovery from COVID-19
The Premier’s Economic and Social Recovery Advisory Council was established to provide advice to the Tasmanian Government on strategies and initiatives to support recovery from the COVID-19 pandemic.
In July 2020, the council released an interim report containing 64 recommendations to guide Tasmania’s recovery from the economic and social impacts of the pandemic in the immediate and short term. All 64 recommendations have been delivered or absorbed into the government’s ongoing activities. Read the Interim Report: Summary of Implementation Activity (PDF 303.6KB).
Work continues across government to address structural issues through implementation of recommendations from the final report. This includes measures to address mental health and wellbeing, housing, skills development, digital inclusion and sustainability. Since 2022, agencies report on the recommendations in their annual reports.
Recovery Partners Network
Non-government organisations play a critical role in supporting communities to prepare and recover from emergencies, including relief and early recovery.
We have established the Recovery Partners Network to foster a strong relationship between the Tasmanian Government and non-government organisations. The network supports recovery preparedness and facilitates coordination of recovery activities.
The network meets quarterly and is made up of Tasmanian Government representatives, the Local Government Association of Tasmania, local government committee representatives and non-government organisations who are involved in providing relief and recovery or are connections to smaller, local organisations.

Tasmanian Government arrangements
The Tasmanian Relief and Recovery Arrangements are the main way the Tasmanian Government provides financial assistance to communities and local government for relief and recovery during or after an emergency event.
The arrangements include the Personal Hardship and Distress Assistance Policy (assistance for individuals and families) and the Community Recovery Policy (assistance for small businesses, primary producers, not-for-profit organisations and community recovery programs).
The arrangements also include the Natural Disaster Relief to Local Government Policy (assistance for councils).

Responding to natural disasters can put significant financial pressure on councils. In recognition of this, the Tasmanian Government provides funding to councils for eligible recovery activities under the Natural Disaster Relief to Local Government Policy.
Under the policy, councils determine what assistance it makes available to individuals and communities and prioritise recovery activities.
When the policy is activated, the Tasmanian Government may fund up to 75 per cent of eligible assistance measures made available by councils to individuals and communities. Eligible assistance measures may include:
- personal hardship and distress assistance, including the operation of evacuation and recovery centres
- counter disaster operations
- the reconstruction of essential public assets.
