A Social Inclusion Strategy for Tasmania

The Social Inclusion Unit has been supporting Social Inclusion Commissioner Prof. David Adams, to develop a social inclusion strategy for Tasmania.

Social Inclusion Strategy for Tasmania report

Prof. Adams's report summarises research and evidence relevant to Tasmania about social inclusion, and sets out 10 strategies for action.

The strategies and associated proposed actions are about getting the basics right, early intervention and prevention, and structural change.

At the core of the approach suggested in the report is the importance of shifting from a deficit to an assets model for people and places:

  • promoting enterprise solutions to build capacity and sustainability for groups and places
  • devolving responsibility locally as much as possible through a focus on place management
  • supporting families in communities to have greater choice and responsibility over their futures
  • changing the way government works.

The evidence provided in the report comes from a range of sources including responses to the Social Inclusion Consultation Paper, community forums, research by the Stronger Communities Taskforce, the State Government’s Social Inclusion Unit and the Australian Social Inclusion Board, a number of Tasmanian community-based organisations and international research.

Tasmanian Government's response to A Social Inclusion Strategy for Tasmania

Premier David Bartlett released the Tasmanian Government's preliminary response to A Social Inclusion Strategy for Tasmania on 19 October 2009.

The preliminary response details examples of current action against each of the 10 strategies proposed by Prof. Adams and outlines new action against initial priorities:

  • meeting the basics through food security and investing in micro-finance
  • increasing the capacity of individuals and organisations through micro-credit and the development of social enterprise in Tasmania
  • building supportive networks and community capacity through social infrastructure community grants.

The Government's response includes -

A $5 million Community Development Finance Fund incorporating:

  • a $1 million Micro-credit Fund
  • a $1 million Micro-finance Fund
  • a $3 million Social Enterprise Loan Fund.

A Tasmanian Food Security Council which will hold in trust a $1 million Food Security Fund.

A $1 million Communtiy Capacity Building Grants program will provide support for projects that progress one or more of the strategies in A Social Inclusion Strategy for Tasmania

An investment of $750 000 will be used to establish 11 Social Inclusion Community Liaison Officers.

An additional $500 000 will be provided to the Tasmanian Transport Trust Cars for Communities program in 2009-10.
