The Local Government Division, the Integrity Commission and the Local Government Association of Tasmania have produced three short training video scenarios focusing on the ethical and legal obligations of local government elected members under the Local Government Act 1993 .
These video scenarios are part of an online Councillor Compliance Guide being developed by the Local Government Division to assist councillors build their knowledge and understanding of their legislative obligations under the Act. Construction of the Guide commenced in February 2015 and new resources will be added and made available online as they are finalised.
The scenarios were filmed at the Hobart City Council and the Local Government Division, with volunteer actors sourced from the Department of Premier and Cabinet, the Tasmanian Audit Office, Hobart City Council and the Integrity Commission.
Set in the fictional 'Sunnyview Council', the scenarios highlight the legal and ethical 'grey areas' that commonly arise for councillors. Each scenario is accompanied by an overview document providing insight and discussion of the issues raised in the scenarios and information on where to seek further guidance.
This scenario deals with potential, actual and perceived conflicts of interest, including pecuniary interest, in a council meeting of the fictional 'Sunnyview Council' from the perspectives of elected members being asked to make a decision on a road upgrade in their municipal area.
This scenario addresses potential pecuniary and non-pecuniary conflicts of interest that can arise from the multiple hats worn by councillors as members of clubs or associations and as council decision makers.
