Review of Valuation and Local Government Rating

A review of valuation and local government rating processes currently underway is aimed at identifying a valuation and local government rating model that will:

  • be more efficient and provide greater flexibility to councils
  • be simpler and more easily understood by both practitioners and ratepayers
  • be cost-effective
  • provide equitable outcomes for different classes of ratepayers and be less susceptible to market fluctuations
  • be sustainable in the long term, including in relation to skills availability, resources and potential market fluctuations.

A steering committee has been appointed to undertake the review. The steering committee includes representatives of the Departments of Premier and Cabinet, Treasury and Finance, and Primary Industries, Parks, Water and Environment - including the Office of the Valuer-General, the Local Government Association of Tasmania and Local Government Managers Australia.

The Local Government Division of the Department of Premier and Cabinet is providing executive support for the steering committee.

Review update

In January this year, the steering committee leading the review provided an interim report recommending that the State Government make some urgent amendments to the Local Government Act 1993 to provide for new tools and legislative clarification for councils for the 2011-12 rating year.

These tools were incorporated into the Act on 6 June 2011. Find out more about the Local Government Amendment Act 2011.

Further amendments to the rating provisions were made in November 2011 through the Local Government Amendment Bill (No. 2) 2011. The primary focus of the amendments was to allow a legislative basis for councils currently applying a flat rating policy in their municipal area. The Valuation and Local Government Rating Review Sterring Committee is due to to provide its draft findings and recommendations to the Minister for Local Government before the end of 2011.
