Meeting 9: Dec 2002Premier’s Local Government Council – Meeting Report12 December 2002 The Premier’s Local Government Council today held its final meeting for this year. The Premier’s Local Government Council is the peak negotiating body between the State and Local Government, chaired by the Premier. The Council discussed a number of projects it oversees and considered its work program for 2003. The PLGC noted that the Simplifying Planning Scheme project has now moved into it second stage. As part of this a discussion paper concerning strategic planning within the context of planning schemes has been released for public comment. The Council extended the Partnership Agreement on a Framework for Planning Schemes for 12 months to allow delivery of the second stage of the project. The PLGC considered the draft Partnership Agreement on State and Local Government Communication and Consultation Protocols. The draft Agreement contains six schedules including the State / Local Government Communication and Consultation Guidelines. The Council endorsed the Partnership Agreement to be finalised and made ready to be signed in the New Year. The PLGC also endorsed the establishment of a small working group to advise it on strategies to increase awareness and participation by Local Government in achieving the goals and benchmarks in Tasmania Together. Several other issues were discussed today at the ninth meeting of the PLGC. State Local Government Financial ArrangementsCouncil endorsed the final the Valuation of Crown Land and Rating of Crown Land issues papers and noted that the project is expected to be completed in June next year. Waste ManagementCouncil noted the work of the Waste Management Taskforce, which is charged with implementing the recommendations of the Tasmanian Waste Advisory Taskforce. Review of the Local Government Act 1993The Council noted that a Steering Committee will be established to provide overall strategic direction for the review of the Local Government Act 1993. Represented on the Steering Committee will be the State and Local Government as well as other stakeholders. With respect to its 2003 work program, the PLGC considered a number of proposals. The Council endorsed the scoping of the following four proposals for consideration at its first meeting in 2003:
