Premier’s Local Government Council – Meeting Report

Two long standing major issues were dealt with today by the Premier’s Local Government Council.

The Council agreed on a process to deliver a simplified and a more uniform approach across planning schemes throughout Tasmania. It also made a number of decisions that will facilitate a co-ordinated state-wide approach to addressing waste management issues.

The Premier’s Local Government Council is the peak negotiating body between the State and Local Government, chaired by the Premier.

A report marking the end of stage one of the Simplifying Planning Scheme project was tabled at today’s meeting. The report outlines the proposed set of six common Key Elements of Planning Schemes. As part of Stage 1 a template, bringing together the package of common key elements in a form to be used by Councils has also been developed.

The PLGC endorsed the final report and the Minister for Primary Industries, Water and Environment will refer the Template and Template Guide to the Resource Planning and Development Commission for implementation as a planning directive following further consultation with the expert Reference Group. The Resource Planning and Development Commission will undertake a Planning Directive that invites comments from Local Government, State Agencies and the community with respect to the six common key elements and the template.

The PLGC also considered and endorsed the final report from the Tasmanian Waste Advisory Committee. The key outcome of the project is that it provides a solid basis for co-operation and co-ordination of State and Local Government efforts for long-term waste management.

A Tasmanian Waste Advisory and Coordination Committee (TWACC) with representation from the State Government, the Southern Waste Management Board, the Cradle Coast Authority and the Northern Tasmanian Municipal Organisation will be established. Over the next twelve months TWACC will develop a waste management strategy and a land fill code of practice, identify options for the long term management of hazardous waste and establish an advisory group to recommend key education and marketing programs.

Several other issues were discussed today at the first meeting of the PLGC for the year.

State Local Government Financial Arrangements

Council noted that the working group was on track with its work program.

State Local Government Communication and Consultation Protocols

The Council considered the work undertaken to date and agreed to develop a state-wide Partnership Agreement on State-Local Government Communication and Consultation Protocols to be signed at their June meeting.

Tasmania Together

Mr Jim McAlpine, chair of the of the Tasmania Together Progress Board briefed the Council about Tasmania Together and in particular about benchmarking at the local government level and implementation and reporting under Tasmania Together.

The PLGC agreed that Tasmania Together will be a standing agenda item for future meetings of the PLGC.
