Meeting 7: Dec 2001Premier’s Local Government Council – Meeting Report11 December 2001 The Premier’s Local Government Council met today to discuss a range of issues of crucial importance to Local and State Government. The Premier’s Local Government Council is the peak negotiating body between the State and Local Government, chaired by the Premier. A report marking the end of stage one of the Simplifying Planing Scheme project will be tabled at the February meeting of the PLGC. The Simplifying Planning Scheme project will provide a more streamlined and state-wide approach to planning in the State. The report will outline the Common Key Elements of Planning Schemes and proposed an implementation strategy. At this stage it is suggested that the Resource Planning and Development Commission will undertake a Planning Directive that invites comments from Local Government, State Agencies and the community. The Premier’s Local Government Council also discussed the increasing costs of public liability insurance. It was agreed that the Department of Premier and Cabinet and the Local Government Association of Tasmania will convene a working group comprising relevant stakeholders to consider how advice and assistance on risk management issues should best be delivered to affected groups in the community. A series of meetings will be held around the State early next year, involving State Local Government and community groups to address this issue. Several other issues were discussed today at the third meeting of the PLGC for the year. ForestryA Local Government-Forestry Consultative Committee has been established to address a number of matters, including transport infrastructure, planning, water quality, impact of forestry operations on roads and bridges; and road safety. The Committee will also explore the social and economic impact of plantation forestry. Waste ManagementChanges of waste management standards will now become the subject of greater consultation between the two levels of government, and decisions will be made which balance the time and cost of implementation to Local Government. The Council agreed that State and Local Government will complete a statewide waste management strategy, and a code of practice for landfill. State Local Government Financial ArrangementsCouncil noted that the working group was on track with its work program. Council members endorsed principles for reform, a project plan, a report on Financial Flows and a communications and consultations strategy. The Council also noted that an Issues paper has been prepared and is with Council and State Agencies for comment. The Council also agreed on a forward program for 2002. |
