Meeting Report - 31 March 2005

The Premier’s Local Government Council (PLGC) held its 16th meeting today, its first meeting for the year.

The Council discussed a number of projects it oversees.

Strategic infrastructure and its relationship to the economic development of the State – The project plan has identified a number of related projects, including the Regional Economic Development and Investment (REDI) Plans project being conducted by the Department of Economic Development (DED) and DIER’s State Infrastructure Planning System (SIPS) Project. It is now intended that the first phase of the Strategic Infrastructure Project will actually be met jointly from two sources – the REDI Plans and early work from SIPS. The REDI Plans are tools to assist all tiers of government, industry groups, individual businesses and potential investors with strategic development and policy frameworks. DIER’s SIPS Project is a decision support system to deliver important input to the Strategic Infrastructure Project. A series of pilot modules are currently under development that will deliver some initial demand side information, supply side scenarios and overlay resource, infrastructure and economic activity analysis.

Brand Tasmania – State and Local Government agree that there is a need to build commitment at Local Government level to promoting and marketing Tasmania as a single entity. The PLGC has endorsed a program to brief Local Government on current State Government marketing programs including:
the Brand Tasmania concept;
the role of the Department of Economic Development (especially the work of the Export and Market Development business unit); and
the role of the Department of Tourism, Parks, Heritage and the Arts.

A briefing for the north-west has been scheduled for 22 April 2005, and similar forums will be organised for the north and south of the State.

Statewide Partnership Agreement on Young Tasmanians- The development of this agreement is progressing well. The Local Government Division met with LGAT to discuss the draft schedules and it was agreed that LGAT would be given an opportunity to comment on the drafts before they were sent out to councils for comment. LGAT has recently completed its assessment of the draft schedules and it is expected that they will be sent out to councils shortly. It is envisaged that a draft Partnership Agreement will be presented to the PLGC for consideration at the July 2005 meeting.

As part of the meeting, Members were briefed on items of interest:

  • Ten Days on the Island
  • Tasmania Together
  • Tasmania’s brand research.

Ms Elizabeth Walsh, Executive Producer for Ten Days on the Island briefed members on the how the program developed, timeframes and how Local Government can best have input in future programming for the festival. Mr Michael Lynch and Ms Lee Prince briefed members on the upcoming review of the Tasmania Together benchmarks. More information about the review can be found at www.tasmaniatogether.tas.gov.au.

The Premier briefed members on the research into the strength of Tasmania’s “brand”. Late last year, the Tasmanian Government commissioned Australian National Opinion Polls to conduct research through focus groups and interviews in Sydney, Melbourne and Tasmania. Preliminary indications from the research indicate that the Tasmania Brand is one of the most successful brands in Australia. Work is still continuing on the project and the report will be made available at the end of the project.

The next meeting of the PLGC is scheduled for Thursday, 28 July 2005.
