Meeting Report - 9 December 2004

The Premier’s Local Government Council (PLGC) held its 15th meeting today, its last meeting for the year.

Today the Council endorsed the new Protocol Agreement for the PLGC. The president of the Local Government Association of Tasmania, Ms Lynn Mason and the Premier signed the new Agreement at the end of the meeting.

The Protocol Agreement sets out the framework within which the PLGC operates. It acknowledges that the PLGC provides the best opportunity for State and Local Government to work together on issues of statewide significance and a forum through which the two spheres of government can continue to strengthen their relationship. The Agreement supports the PLGC having a role in developing high level policy with a focus on strategic issues of state significance and the PLGC’s work program will be underpinned by the Tasmania Together goals and benchmarks.

At its meeting today the PLGC endorsed two new projects:

Strategic infrastructure and its relationship to the economic development of the State – State and Local Government have agreed to work together to develop a high-level strategic infrastructure policy framework, incorporating principles and criteria, to guide the management of existing infrastructure, and the priority and delivery of new infrastructure to achieve the best economic development outcomes for the State. The project will consider all economic or hard infrastructure – transport, energy, water and sewerage – which is publicly owned and managed, and its integration with privately owned and managed infrastructure. It will also consider the consequences of urban sprawl for economic infrastructure. It is expected that the project will be completed by mid 2006.

This is a significant project. The parties recognise that there is increased pressure on current State and Local Government infrastructure to cater beyond its original capacity as well as pressure, often at random, for development of new infrastructure. It has never been more critical for the State to plan its infrastructure effectively.
There is acceptance by the Premier’s Local Government Council that “business-as-usual” is not a realistic attitude and that the two spheres of government in Tasmania need to work better together to maximise infrastructure investment and return and to plan for the future to achieve the best possible outcomes for the State. In this context, it is recognised that there is considerable benefit in the two spheres jointly framing strategic policies for infrastructure that have an economic development and performance focus.
Many hard decisions will need to be made and agreement on key principles and criteria and a strategic picture will ensure that they can respond and support each other’s contribution to the economic development of Tasmania.

Promoting of Tasmania as a Single Entity – State and Local Government agree that there is a need to build commitment at Local Government level to promoting and marketing Tasmania as a single entity. The PLGC has endorsed a program to brief Local Government on current State Government marketing programs including:

  • the Brand Tasmania concept
  • the role of the Department of Economic Development (especially the work of the Export and Market Development business unit)
  • the role of the Department of Tourism, Parks, Heritage and the Arts.

The aim is to achieve greater consistency in the promotion and marketing of the State’s destinations and products.

The PLGC also noted progress on the Statewide Partnership Agreement on Young Tasmanians- Most of the schedules have been completed. The PLGC endorsed the following consultation strategy and process to finalise this statewide Partnership Agreement:

  • The draft schedules will be forwarded to LGAT for consideration and circulation to Local Government for comment. The comments will be collated and forwarded to the Tasmania Together working group
  • The Local Government Division will seek comments from State Agencies on the draft schedules
  • The Tasmania Together Working Group will be reconvened to consider the draft schedules and comments and to liaise with the sub-working groups to finalise the schedules.

It is expected that a draft statewide Partnership Agreement will presented at the March 2005 meeting of the PLGC for consideration, endorsement and signing.

The next meeting of the PLGC is scheduled for Thursday 31 March 2005.
