Meeting 12: Dec 2003Premier’s Local Government Council – Meeting Report11 December 2003 The Premier’s Local Government Council (PLGC) held its twelfth meeting today. The PLGC is the peak negotiating body between State and Local Government, chaired by the Premier. The Council discussed a number of projects it oversees. The PLGC today endorsed the development of a statewide Agreement, which will focus on the youth-related Tasmania Together benchmarks and initiatives. The Partnership Agreement will focus on four key areas:
The Local Government Division will oversee the development of the Partnership Agreement. The PLGC noted that the Resource Planning and Development Commission had completed its assessment of to the six key elements identified during Stage 1 of the Simplifying Planning Schemes project. The six key elements will help standardise planning schemes across Tasmania in order to provide more certainty for developers. The Commission will now issue a Planning Directive for the adoption of the six key elements. The PLGC endorsed a refocusing of the Waste Management Partnership Agreement. Members agreed that the project would focus on following three key priorities:
The PLGC agreed a high-level group will be established to oversee the project and report to the PLGC on progress on an annual basis. The oversight group will be chaired by the Director of Environmental Management and will include a Local Government representative at General Manager level or equivalent from each region. The PLGC noted that the legislation giving effect to the State and Local Government Financial Reform project, agreed to at the 29 July 2003 PLGC meeting, has been developed and enacted. The State and Local Government Financial Reform Bill 2003 has now been passed by both Houses of Parliament and is expected to receive Royal Assent in the near future. The legislation has a commencement date of 1 July 2004. The Hon Jim Cox, Minister for Infrastructure and Minister Assisting the Premier on Local Government briefed members of the PLGC on the review of the Local Government Act 1993. The Minister informed members that he expected that an Exposure Draft of the amendment Bill, with an accompanying report, will be ready for circulation for comment in late January 2004 and that the final amendment Bill can then be introduced into Parliament in the Autumn 2004 session. The PLGC noted progress in the implementation of the statewide Partnership Agreement on State and Local Government Communication and Consultation. Members noted that a twelve-month evaluation of progress achieved under this Partnership Agreement would be undertaken in March 2004. The PLGC noted progress on the Building & Construction Training Policy project and the Tasmania Emergency Risk Management project. The next meeting of the PLGC is scheduled for Thursday 8 April 2004. |
