Meeting 10: Mar 2003Premier’s Local Government Council – Meeting Report27 March 2003 The Premier’s Local Government Council today held its first meeting for this year. The Premier’s Local Government Council is the peak negotiating body between State and Local Government, chaired by the Premier. The Council discussed a number of projects it oversees and considered its work program for 2003. A key event for the meeting was the signing of the statewide Partnership Agreement on State and Local Government Communication and Consultation. This is an innovative Partnership Agreement and it is the first time such a document has been developed anywhere in Australia. The Agreement contains six schedules provide the framework for future State and Local Government consultation. The PLGC noted that the State and Local Government Financial Arrangements project is progressing well and on schedule. Consultation on the final Issue paper, Revenue Neutrality, has been completed and the Working Group is expected to present its Final Reform Outcomes paper at the next meeting of the PLGC. The PLGC also considered its work program for 2003 and agreed to include one new project on the forward program:
The PLGC also considered progress with the review of the Local Government Act 1993. Members were informed that a Steering Committee, made up of representatives from the key stakeholder groups, had been established as well as three working groups to assist with the development of recommendations for amendments to the Act. Furthermore, the first stage of public consultation had commenced and regional workshops are currently being held around the State to provide members of the public and Local Government with the opportunity to discuss issues in relation to the review. |
