Minister's Disability Advisory Committee - Terms of Reference

Terms of reference

The Minister's Disability Advisory Committee (MDAC) is established under the Terms of Reference of the Premier's Disability Advisory Council.

Role of MDAC

To provide advice to the Minister for Health and Human Services in relation to the planning and delivery of specialist disability services in Tasmania.

Functions

The committee shall:

  • Provide advice to the Minister for Health and Human Services on policy, service development, research initiatives and planning issues in relation to specialist disability services.
  • Advise on quality assurance matters, including service standards.
  • Provide advice on matters as may be referred by the State and Commonwealth Ministers for Disability Services including the Commonwealth State/Territory Disability Agreement.
  • Participate in, and encourage participation in, consultation processes to enable community input into major policy initiatives in relation to specialist disability services.
  • Establish formal links with the National Disability Advisory Council to ensure a high level of co]ordination and consultation between Commonwealth and State bodies in relation to national and local disability issues.
  • Report on its activities and work program on a regular basis to the Premier's Disability Advisory Council through the Chair as an ex-officio member of the Premier's Disability Advisory Council.
Council membership

The committee will consist of 11 community members appointed by the Minister for Health and Human Services.

Membership will be broad ranging and include people with a disability, clients of disability services, family members of people with a disability, carers and disability service providers.

Membership will be balanced in terms of regional and gender representation.

Membership must include at least three people with a disability, one carer of a person with a disability and one service provider representative.

Vacancies on the advisory committee will be advertised in all three regional papers as well as through newsletters and the Department of Health and Human Services website. Interested people will be invited to apply and participate in a selection process.

Members will be appointed for three years. Members may reapply on the expiry of their membership but no member should serve more than two consecutive terms. Interested individuals may apply again after a one]year break from the Council.

All members are appointed as individuals and not to represent a particular organisation and its views.

Membership of the committee is on a voluntary basis.

The chair will be appointed by the Minister for Health and Human Services and will be an ex-officio member of the Premiers Disability Advisory Council.

An officer from the Department of Families, Community Service and Indigenous Affairs will be an ex-officio member as outlined in Tasmania's Bilateral Agreement with the Australian Government under the Commonwealth State/Territory Disability Bilateral Agreement (CSTDA).

Work program

The work program will be determined annually by the Minister for Health and Human Services in consultation with MDAC.

Administrative arrangements

The committee will meet at least four times per year.

Disability Services will provide secretariat support to MDAC.
