Power$mart Homes Guidelines

The Tasmanian Government’s Power$mart Homes program is a new $850,000 statewide program to help low income Tasmanian households save money on their power bills, stay warm in winter, and reduce their greenhouse gas emissions. Power$mart Homes is a key action in the Tasmanian Government’s Climate Action 21: Tasmania’s Climate Change Action Plan 2017-2021.

The Power$mart Homes Program

What will I receive under Power$mart Homes?

  1. a range of free high-quality energy efficiency upgrades; and
  2. free expert energy efficiency advice, including an assessment of your home’s energy use and a tailored power savings plan.

Possible upgrades include: LED light bulbs; a water and power saving showerhead; an EcoSwitch power controller; a plug-in heater thermostat with timer; draught sealing of external doors (maximum of two), windows in your main living area, and internal vents (where it is safe to do so); and hot water cylinder pipe insulation.

Will I receive all of the listed energy efficiency upgrades?

You will receive the upgrades that your home needs, and that we can safely install. The Power$mart Homes Energy Efficiency Assessor will assess your home and confirm which upgrades will be installed.

Who installs the free upgrades and provides the energy efficiency advice?

Power$mart Homes is a Tasmanian Government initiative, managed by the Department of Premier and Cabinet’s Tasmanian Climate Change Office. The Power$mart Homes program will be delivered by Tasmanian business COVA. COVA successfully delivered the Stay Warm Save Money Housewarming Program, which reduced the power bills and improved the thermal comfort of over 1,100 Tasmanian homes.

Is there a cost to me?

No. If your application is successful, you will receive the upgrades and energy efficiency advice free of charge.

How much will I save?

Once your upgrades are installed and you start following your power savings plan, you may reduce your power use by up to 20 per cent. Each home is different, and you may save more or less than this. Your house may also feel warmer.

Does it matter where I live?

No. Power$mart Homes is a statewide program. COVA will arrange the home visits so that they travel efficiently around the State. Where you live may influence when they visit your home.

How many households can participate in Power$mart Homes?

The program is open to at least 1,140 low income Tasmanian households. Once all spots are filled, you may be placed on a waiting list, in case any successful applicants withdraw from the program.

Who can apply?

To be eligible for Power$mart Homes, you must:

  1. live in a property (that you own or rent) that is not managed by Housing Tasmania;
  2. hold a:
    1. Centrelink Health Care Card; or
    2. Centrelink Pensioner Concession Card; or
    3. Department of Veteran Affairs Pensioner Concession Card or Repatriation Health Card (Gold or White); and
  3. not have participated in either of these Tasmanian Government energy efficiency programs:
    1. Power Savings for Tenants; or
    2. Stay Warm Save Money Housewarming Program.

You will need to present your concession card to the Power$mart Homes Energy Efficiency Assessor, before they can carry out the energy efficiency assessment.

What if I am renting?

The program is open to all private renters.

You can also participate in the program if you rent a Housing Tasmania property that is leased by a community social housing provider.

Properties managed by Housing Tasmania are excluded. Housing Tasmania operates a separate tailored program to improve its housing stock.

When will I be notified?

COVA will tell you the outcome of your application within five business days.

Electricity billing information

The application form includes permission to allow Aurora Energy or any other electricity retailer to provide COVA with the electricity bills for your home for the period 1 January 2019 to 30 June 2021.

The Power$mart Homes Energy Efficiency Assessor will use this information to provide you with tailored advice on your energy use. We may also use this information to determine the effectiveness of the Power$mart Homes program.

Landlord consent (for renters only)

We will need your community housing provider, landlord or real estate agent to sign a consent form giving COVA permission to install the following energy efficiency upgrades: a water and power saving showerhead; draught sealing of external doors, windows in the main living area, and internal vents; and hot water cylinder pipe insulation. These items will belong to the owner of the property.

If your community housing provider, landlord or real estate agent does not provide permission, COVA can still provide energy efficiency advice and install the following upgrades: LED light bulbs; an EcoSwitch power controller; and a plug-in heater thermostat with timer. The Energy Efficiency Assessor will decide which upgrades to install. You will own these items and you can take them with you when you leave the property.

What will happen on the day?

COVA will arrange a suitable date and time to conduct a home visit. They will install the energy efficiency upgrades and talk through your power savings plan. The home visit will take approximately 1½ to 2 hours.

A Power$mart Homes Energy Efficiency Assessor and an Upgrades Installer will visit your home on the agreed day and time. They will be wearing photo identification, have had police checks and be registered to work with vulnerable people. You must be at home when they visit.

What will the Upgrades Installer do?

After an introduction and discussion with you about the proposed energy efficiency upgrades, the Upgrades Installer will install the upgrades recommended for your property. The Upgrades Installer will take before and after photos of the upgrades and repair any damage to your property caused by the upgrades. If the Upgrades Installer removes any existing items, such as older-style light bulbs, they will be returned to you.

What will the Energy Efficiency Assessor do?

The Energy Efficiency Assessor will work with you to complete a home energy efficiency assessment report and a personalised power savings plan, which will provide you with information on how you can save power and stay warmer in your home. The Energy Efficiency Assessor will:

  • analyse your electricity use and tariffs;
  • evaluate your home’s energy performance; and
  • identify opportunities to save energy.

What information will be provided to landlords?

Landlords will be provided with a home energy efficiency assessment report that provides information on:

  • the home’s energy performance;
  • energy efficiency upgrades installed that required their consent (eg draught proofing); and
  • options for upgrades to further improve the energy performance of the home.

The report will only include information relevant to the building. It will not include any personal information collected from or on behalf of the tenant (eg electricity use).

Newsletters and survey

After your home visit, you will receive a quarterly newsletter that provides energy efficiency information on how you can save money and stay warm in winter. The last newsletter will be in June 2021.

You will also be asked to complete a survey to tell us how Power$mart Homes has helped you. We will use the survey results to evaluate the success of Power$mart Homes and to design future programs.

Confidentiality and personal information protection

COVA will only use your information to deliver the Power$mart Homes program. COVA will keep your information confidential. Any personal information you provide to COVA will be managed in accordance with the Personal Information Protection Act 2004 (Tas), and the Privacy Act 1988 (Cwth).
