The card is available to self-funded retirees who are:

• permanent Australian residents, and do not leave Australia for more than 13 weeks at a time
• not receiving a social security pension or benefit, or a service pension
• receiving an income within annual adjusted taxable income test levels (there is no asset test)
• of age pension age.

Veterans with qualifying service can apply for the card five years earlier than non-veterans. That is:

• 60 years old for men
• from 58.5 to 60 years old for women born after 1 July 1949.
